Public Open House – Issues & Opportunities Identified by Topic – September 5, 2018 Issues Opportunities TRAFFIC β€’ Speed is too high approaching Hwy 40/93 intersection β€’ Congestion & noise β€’ Suicide lane β€’ Blanchard Lk Rd intersection is dangerous for left turns onto highway β€’ No improvements/widening of Karrow Ave β€’ Reduce speed from south before Hwy 40 intersection β€’ Add roundabout at JP Rd intersection β€’ Add roundabout at 13th and Baker β€’ Eliminate stop lights and replace with roundabouts β€’ Lower speed limit overall and add protected bikeway β€’ Add frontage/backage roads; limit highway access with landscaped median β€’ Add median and bike path β€’ Eliminate suicide lane β€’ Add bridge to connect Greenwood to Monegan β€’ Improve access from Blanchard Lk Rd β€’ Realign old hospital entrance with W. 15th β€’ Extend Baker all the way south to Hwy 40 to provide alternative entry/exit to and from town β€’ Put realistic funding strategy in place for transportation improvements (street extensions) and timeline for completion so people know when projects will happen LAND USE β€’ No more commercial at Hwy 40/93 intersection β€’ No commercial nodes (south of Hwy 40) β€’ Density of development – do we need to develop every speck of land? β€’ What open space can we retain? β€’ Too much multi-family here already β€’ Commercial β€œnodes” at Hwy 40/93 intersection and Blanchard Lk Rd β€’ Open space and wildlife corridors- preserve and maintain β€’ Need a tree retention ordinance in City and County β€’ Between Greenwood and 13th: develop affordable residential or church in vacant lot north of Greenwood β€’ Increase single-family/small lot residential at Old Hospital site β€’ Allow residential in the WB-2 by right β€’ Allow multi-family residential by right; if >20% affordable housing provided, expedite the approval process β€’ Some landowners south of Hwy 40 would like City services extended; would be good to protect water quality ---PAGE BREAK--- Public Open House – Issues & Opportunities Identified by Topic – September 5, 2018 Issues Opportunities AESTHETICS β€’ Entrance enhancements to 13th St. intersection – landscaping and lane narrowing β€’ Roundabout with tree/landscaping in center at JP Rd β€’ Landscaped median β€’ Landscaping should be comprised of native coniferous trees, NOT all deciduous shade trees – make it look like NW MT, not New England OTHER β€’ Water quality of river below wastewater treatment plant β€’ Open a dialog with County (with someone not rooted in past problems) to cooperatively solve planning issues south of Hwy 40 β€’ Maps should show existing and proposed bike/ped paths
