hasbeenworkingdiligentlytodetermineawaytoincreasetransparencyabouttheproject’s

licensinginformationwithoutcomplicatingtheagency’songoingrevieworreleasingsensitiveor

export-controlledinformationthatcannotlawfullybesharedwiththepublic.Pursuanttothose

goals,theCountyinitiatedthedevelopmentofapubliclyreleasablereport,preparedbyThe

AerospaceCorporation,thatdescribestheproject’sflightsafetyanalysis.

“WeheardfromCamdenCountyresidentsthattheywantedtobetterunderstandhowSpaceport

CamdencouldsatisfytheFAA’ssafetycriteria.ThisreportshowsthatSpaceportCamdencannot

notonlymeetthoserequirements,butsignificantlyexceedsthem,”saidBoardofCounty

CommissionChairman,JimmyStarline.

CertaindatausedinaflightsafetyanalysisarecontrolledfrompublicreleasebytheInternational

TrafficinArmsRegulations(ITAR),theMissileTechnologyControlRegime(MTCR)andother

statutes.Priortothereleaseofreport,CamdenCountyreceivedguidancefromtheDepartment

ofDefenseOfficeofPrepublicationandSecurityReviewtocleartheseissues.

TheAerospaceCorporationisanonprofitcorporationthatoperatesaFederallyFundedResearch

andDevelopmentCenterfortheUnitedStatesAirForceandtheintelligencecommunityand

supportsallnationalsecurityspaceprograms.“TheAerospaceCorporationisthegoldstandard

forflightsafetyanalysis,”saidCommissionVice-Chairman,GaryBlount.“Theirworkforthe

DepartmentofDefenseandNASAmakesomeoftheirmethodologiesasensitivenationalsecurity

issuebuttheyarethebestatwhattheydo.|amgladwewereabletoclearthenationalsecurity

hurdlesandmakethisinformationavailabletothepublic.”

Therearetwoprimaryriskfactorsthatareanalyzedinaflightsafetyanalysis:collectiverisktoall

thepopulationinthevicinityofalaunch,alsoreferredtoasexpectedcasualty(E.),andindividual

risk(Pina)whichistherisktoanyonepersoninagovernmentdefinedarea(gridsquare).Pingis

nottypicallyrequiredforaspaceportlicenseapplicationbutisrequiredforeverylaunchlicense

issuedforanactuallaunch.

Thecollectiveriskisquantifiedintermsoftheexpectednumberofcasualtiesforalaunchmission,

givencertainassumptionsrelatedtothetypeofrocket,thetrajectoryflown,assumedweather

andwinds,anticipated/potentialpopulationinthevicinity,andmanyotherfactors,asprovided

byFAAregulationsandgenerallypracticedintheindustry.Hundredsofthousandsoflaunch

failuresaremodeledaspartoftheflightsafetyanalysistocalculatethevariousriskprobabilities.

Aconcertedeffortwasmadetoaccuratelyandconservativelymodelthedesignfeaturesofthe

representativerocketsandthepopulationinthespaceportvicinity.Inadditiontothelocalcensus

dataandspecificglobalpopulationdensitydatabasesrequiredtobeusedbyfederalregulation,

CamdenCountyadded380campers,visitorsandstafftoCumberlandIsland(Cl),reflectingvery

conservative(andunlikely)assumptionsthateverycampgroundwasfilledtocapacity,theisland

containedthemaximumnumberofvisitors(300)allowedbylaw,andtheislandanditsfacilities

werefullystaffed.Further,5350launchspectatorswereaddedtoviewinglocationsinandaround

CamdenCounty.Finally,everyhabitablestructureonLittleCumberlandIsland(LCI)andnorth

Clneartheflighttrajectorywasassumedtobeoccupiedbyavaryingnumberofpersons.Itwas

furtherassumedthateverypopulationgroupinthedatabasesusedfortheanalysis,andcitizens

ofCamdenCounty,includingtheadditionalpopulationsjustdescribed,werealloutsideand

unsheltered,foreverylaunchfailuremodeledintheanalysis.Additionally,thelaunchvehiclewas

assumedtohavea5%failureprobabilityforeachstageofflight(ascent,secondstagetoorbit

andfirststagelandingreturn,therefore15%totalfailurerate).Thistotalfailurerateassumption

is50%higherthantheraterequiredbyFAAregulations.

TheFAAspecifiestheacceptablelevelofcumulativeriskforalaunchtobelessthan1in10,000

casualties(1x10)toonesignificantfigure.ThismeansthatestimatesofE.areeitherrounded

downoruptoonesignificantfigurewhenevaluated.Therefore,anestimatedE,of1.49per10,000

passestheFAArequirement.TheSpaceportCamdenflightsafetyanalysisofthemedium-large

launcher’s100-degreereferencetrajectorydemonstratesthatithaslessthan1.49expected

casualtiesin10,000overallphasesofflightassumingupto5personsperhabitablestructureon

LCIandnorthCl,andthenumerousothervisitorsandviewersintheCamdenregion.Ifonlythe

outboundlaunchoperation(combined1ststageand2ndstage,withnofirststagereturntolanding

pad)isconsidered,thenE,remainlessthan1.49in10,000evenassuming10personsperLCI/Cl

habitablestructureandtheadditionalpopulations.Theresultsareshowninthetablebelow.
