todayannouncesitsintentiontoincreasethe2021countywidepropertytaxesitwilllevythisyearby4.60
percentovertherollbackmillagerate.ThemillagerateforunincorporatedCamdenCountytentativelyhas
beensetattherollbackrate.
Eachyear,theBoardofTaxAssessorsisrequiredbystatelawtoreviewtheassessedvalueforproperty
taxpurposesoftaxablepropertyinthecounty.Whenthetrendofpricesonpropertiesthathaverecently
soldinthecountyindicatetherehasbeenanincreaseordecreaseinthefairmarketvalueofanyspecific
property,theBoardofTaxAssessorsisrequiredbylawtore-determinethevalueofsuchpropertyand
adjusttheassessment.Thisiscalledareassessment.
Thetentative2021countywidemillagerateis15.562whichis1.44percentlowerthanthe2020rate.The
tentative2021unincorporatedmillagerateis1.35whichis3.57percentlessthanthe2020rate.
Whenthetotaldigestoftaxablepropertyisprepared,Georgialawrequiresthatarollbackmillagerate
mustbecomputedthatwillproducethesametotalrevenueonthecurrentyear’snewdigestthatlastyear’s
millageratewouldhaveproducedhadnoreassessmentsoccurred.
ThebudgetadoptedbytheCamdenCountyBoardofCommissionersrequiresamillageratehigherthan
therollbackmillagerate;therefore,beforetheCamdenCountyBoardofCommissionerssetsthemillage
rate,Georgialawrequiresthreepublichearingstobeheldtoallowthepublicanopportunitytoexpress
theiropinionsontheincrease.
AllconcernedcitizensareinvitedtothepublichearingsonthistaxincreasetobeheldattheGovernment
ServicesBuilding,200E.4thStreet,Woodbine,GeorgiaonOctober7,2021,at10:00a.m.and5:30p.m.
andonOctober19,2021,at6:00p.m.
EXPLANATIONOFNOTICEOFPROPERTYTAXRATE
BothgrowthandinflationinCamdenCountyhaveresultedinanincreaseinCamdenCounty’soverall
taxabledigest.Whenacounty’sdigestincreases,Georgialawrequiresthatarollbackmillageratemust
becomputedthatwillproducethesametotalrevenueonthecurrentyear’snewdigest.CamdenCounty

hastentativelysetthemillageratebelowlastyear’smillageratesotheoverwhelmingmajorityofCamden
Countypropertyownerswillseeapropertytaxdecrease.CamdenCountypropertyownersenjoya
HomesteadValuationFreezeExemption.Whenapersonisfirstgrantedthisexemption,thebaseorfrozen
valueissetatthepreviousyear’staxablevalue.Thebasevalueshallonlybeadjustedifthereareany
changestotheresidentialstructureoracreage.Asaresult,thelowermillageratewillresultinlowertaxes
unlesstherehasbeenachangetotheresidentialstructureoracreage.
However,accordingtostatelaw,CamdenCountymustadvertisethatitisraisingtaxesfor2021despite
loweringthemillageratefrom15.79millsto15.562millsbecausetheproposedrateof15.562millsis
higherthanthecalculatedrollbackrateof14.878mills.
“Giventherecordhighinflationrateswe’veseeninthefirstpartof2021,CamdenCountysimplycouldnot
accepttherollbackmillageratethatwouldmaintainthesamelevelofrevenueas2020,”saidChairman
GaryBlount.“However,CamdenCountyremainscommittedtodoingmorewithlessandbyloweringthe
millageratefromits2020levelwewerestillabletoensurethatmostCamdenCountypropertyowners
realizeataxdecrease,”addedBlount.
Despiterecentincreasesinthedigest,CamdenCounty'snettaxabledigestremains11%belowitspre-
recessionhighwatermarkof$1.74billion.Despitethischallenge,2021isthesecondconsecutiveyear
CamdenCountyhasmaintainedorreducedtheoverallmillagerate.
